Better EFHK runway ops#1615

The only thing I wished from the ops update that EFHK recently got was that 22R and 04R could be used for arrivals too. During rush hour 22R & 22L or 04L & 04R are equally used for landings. 04R is also in use for landings, even outside of rush hours. The best choice would be to make 22R/22L and 04R/04L for both landings and deps.
