Runway Assignments#1730

If there are 2 or more active arrival/departure runways (which is often the case at big airports), get the controller to assign dep/arr runways based on the traffic situation (e.g. number of departing/arriving aircraft assigned to each runway etc.) rather than giving the Simbrief runway assignment priority.

For flexibility sake, players can still request to change runways to another active runway if need be.

Just thought this might make the simming more immersive and add an element of “randomness” as is often observed in real world operations.
