Pause at Top of Descent (or Clearance to Descend)#1812

Add an option to automatically pause the sim (and BATC) at the point where (or possibly a few minutes before) BATC clears you to descend. Obviously this would not work for 100% of flights as sometimes your appropriate ToD is prior to when BATC automatically clears you, but it could still be useful for some/many flights.
