User option to ignore simbrief runway assignments#1844

Please add a toggle that tells BATC to ignore whatever is filed in simbrief and assign runways dynamically per the airport ops and protocol. Currently, it will default to whatever runway simbrief gives you. This is understandable, based on the sheer number of people complaining that they don’t match, but I’m using an add-on ATC because I want dynamic runway management and don’t want to just do on-rails what simbrief says. I understand this might be a minority opinion so it’s fine to have it default to the way it is now, but please let me tell BATC to just do it’s thing and give me a runway based on the ops. I can always request to change it if I need differently for performance reasons.

This is already how it works. Runways are assigned based on weather conditions and airport operations. The Simbrief runway is used only if the runway is active based on the airport operations.
