Unlike FAA procedures, in the rest of the world, clearance to descend to the FAF altitude is always required. Such descent clearance is almost never implicit in the simple instruction “cleared for the XXX approach, runway XX.” Instead, the approach clearance is always accompanied by clearance to descend to the Final Approach Fix altitude—sometimes even including phrases such as “further descent on the glide” or “further descent when established inbound.” A typical example: “Cleared to 3,000 and cleared for the ILS Runway 36, further descent on the glide. Contact tower 118.1”
